Dr. Thelma Marie Hill



Thelma Marie Hill was born in Kinston, Lenoir County, North Carolina on April
24, 1953. She was a graduate of Shaw University’s Class of 1975, and the University
of North Carolina School of Law’s Class of 1978. After graduating from
law school with a juris doctorate degree in 1978, Thelma took the North Carolina
Bar Exam and became a member of the State Bar of North Carolina on
August 19, 1978. Thelma remained an active member of the State Bar in good
standing from 1978 until her death on November 26, 2017. Thelma was also
admitted to practice law in various federal courts, including the United States
Supreme Court, the United States District Court for the Eastern District of
North Carolina, United States District Court for the Middle District of North
Carolina, and the United States District Court for the Western District of North
Thelma lived a life of service and served the people of her home state of North
Carolina for more than 30 years. After graduating from law school, Thelma
began working at the North Carolina Department of Commerce, Division of
Employment Security (then known as the Employment Security Commission of
North Carolina). She held the following positions and job titles: Appeals Deputy,
October 1978 to May 1980; Appeals Referee, May 1980 to February 1981;
Attorney II, August 1981 to August 1986; Chief Deputy Commissioner, August
1986 to March 1991; Attorney II, March 1991 to June 1992; Attorney III, January
1992 to January 1997; Attorney Supervisor II, January 1997 to February
1999; Senior Deputy Commissioner, February 1999 to March 2006; and Attorney
Supervisor I with the working title of Deputy Chief Counsel from March
2006 until her retirement on September 1, 2013.
While at the Division of Employment Security, Thelma contributed her legal
knowledge, expertise, and exceptional writing skills to much of the Employment
Security Law of North Carolina, found in Chapter 96 of the North Carolina
General Statutes. She also wrote most of the ESC Regulations, which governed
the collection of contributions (taxes) and computation of unemployment
insurance benefits under the Employment Security Law. The Regulations
remained in effect from their adoption in the 1990s until their expiration in
2012 when the Division of Employment Security became subject to rulemaking
under Chapter 150B of the North Carolina General Statutes. Thelma also wrote
much of the legal Interpretation Manual in the early 1980s, which provides guidance
